If the CIA or anybody else for that matter wanted to stage a mass murder like Sandy Hook, for the purposes of gun control or something like that, it would be infinitely easier to make sure a bunch of maniacs have access to guns and feed them LSD or a drug with similar effects and wait until they act, rather than create a fake school, community, parents etc.

Just remember the CIA/NSA is evil, they don't care if they have to kill a few children.
