People who stick flyers under windshield wipers aren't government entities, so they aren't bound by constitutional notions of what is and isn't a reasonable search.

Having said that, I really wish this practice was considered a form of property damage or defacement, maybe littering, or at least, as you suggest, a form of trespass.
