Recovering energy from industrial waste heat would still be a good idea, regardless of the source of the outside power. The only question is if there is a different strategy to improve efficiency that would have a better cost/benefit ratio.

There may just be no other reasonable way to recover energy from some processes, and in that case building a heat recovery power plant is probably a good idea.
