The Dutch national office of statistics has open source tools that can de-identify 'microdata' (not aggregated data) such that k-anonimity is achieved. K-anonimity means that for any given property it can never be traced back to less than K individuals, e.g. number of people in a ZIP code with a certain combination of attributes, even though information on a more detailed level is available.
