Yeah and this is how you end up with 6% of the country being concurseiros.

I guess studying to learn to pass exams is actually the correct objective, in Brazil, rather than gaining knowledge.

It is unfortunate, but if it weren't like that it would be pure nepotism everywhere. Hopefully we can move to better systems as corruption reduces.
